Como medir a inovação? (book, Portuguese edition)

Measuring innovation in creative-economy businesses and services: how to measure the degree of innovation of community-based cultural organisations.

Cover of the book Como medir a inovação?

This book presents how it was possible to measure the degree of innovation of cultural organisations in the state of Pernambuco that are embedded in their communities and classified by Law No. 13.018/2014 as Pontos de Cultura (Culture Points). First, a bibliographic study traces the etymology of innovation and its relationship to sustainability and the Creative Economy, of which Pontos de Cultura are considered a part. Next, investments in innovation in Brazil are analysed from the 1930s up to the 2017 Budget Law. Subsequently, a set of existing innovation measurement tools is presented and, based on these, a tool is proposed to measure the degree of innovation of the organisations in question.

An online questionnaire followed by semi-structured interviews with 33 organisations in the state is analysed using the tool known as the Innovation Radar. In the end, it is observed that these organisations have a low degree of innovation, mainly because they do not view the product of their work as marketable or because of the conceptually non-innovative nature of cultural traditions.

Keywords: Innovation. Social innovation. Innovation indicators. Creative economy. Cultural policies.
